Freddie Saturn is the commander of the CES-51 crew, which consists of Nanba Hibito, Buddy Waters, Karen Jones, Linda Cliff and Damien Kweller (also referred to as the moon base team). He has the responsibility to lead the astronauts and successfully complete their mission.
His name and part of his appearance are probably inspired by singer Freddie Mercury (also note that the lunar module is called "Queen").
